I know there are some new nested layer abilities in 9.5 but does this include the ability to bind points in a switch layer to a bone?

Yes!

The one addendum is that nested layers are controlled by the first bones it encounters up through the parent layers. IOW, if a switch layer has any bones in it, its parent bone layer cannot influence the vector layers within the switch.

I want to bind the wrist of the hands that are in a switch layer to the arm bone but when I click on the hand layer that is in the switch layer the bones disappear.

If the whole switch layer is bound to one bone of the parent bone layer that counts as a bone influence that interrupts nested control. You'd need to release the switch layer.

Or if you're working on a file created in an older version of AS you might need to enable nested control in the bone layer settings.
